My dear Sergeant Boso:

It has been brought to my attention that, during the current crisis in the Caribbean, you have been of great assistance to the Organization of American States in establishing communication between our headquarters, the Pan American Union, and missions that have been sent to the Dominican Republic or other parties there with whom it has been necessary to enter into contact. 

Such communication has been of vital importance to the efforts that the OAS is making to bring about a cessation of hostilities, to promote the establishment of effective democratic government, and to meet the needs of the population in devastated areas.
